Eligible Activities for the 2020 Coronavirus Aid Relief and Economic Security (CARES Act) – Emergency Solution Grant-CV2 Funding
The 2020 Coronavirus Aid Relief and Economic Security (CARES Act) allocated $2.96 billion in CARES Act COVID-19 formula allocation funding. ESG recipients have the immediate ability to omit the citizen participation and consultation requirements for substantial amendments and new consolidated plan submissions for ESG-CV funding. However, each grantee must publish how it has used and will use its allocation, at a minimum, on the Internet at the appropriate Government website or through other electronic media. Please note that these new provisions are only applicable to ESG funding from the CARES Act. The initial ESG-CV allocation is included in the published public notice pertaining to the amended FY19 Annual Action Plan. However, due to timing of the second ESG-CV2 allocation, WVCAD is publishing how it will use the second allocation by posting notice on the WVCAD website and direct email to stakeholders to expediate the allocation of the ESG-CV2 funding.
WV Community Advancement and Development (WVCAD), a division of the WV Development Office received notice of the second allocation of ESG program funds appropriated under the Coronavirus Aid, Relief and Economic Security Act (CARES Act) – ESG-CV2 funds. WVCAD will administer an additional appropriation of $7,166,583 based on the HUD federal fiscal year 2020 COVID-19 formula distribution. The FY2019 Annual Action Plan will be amended to include the ESG-CV2 funding along with the method of distribution.
WVCAD will award ESG CARES funding to support homeless providers and communities prepare for, prevent the spread of and respond to the coronavirus among individuals and families who are homeless or receiving homeless assistance.
With this ESG-CV2 allocation it is our focus to provide Homelessness Prevention rental-assistance funds to prevent eviction for vulnerable groups as a response to the devastating Coronavirus along with the other full activities of the program including Street Outreach, Emergency Shelter, Rapid Re-housing, Homeless Management Information System (HMIS), and Administration of the programs subject to change based on issuance of the final Federal Register.
